India vs Pak: ICC unlikely to act on PCB complaint over crowd behaviour

The ICC's anti-discrimination code is primarily applicable to individuals and does not cover collective actions of a group or crowd. The PCB filed a complaint with the ICC, citing inappropriate behaviour from the crowd.
